    It's always the USA... which is fine, fun and dandy.  Unless there is back-story explaining otherwise, surely other countries have survived the war. What country would you like to see in the Fallout light.  Taking into account that the "world of tomorrow" feeling is for the USA, what "vibe" or atmosphere would you associate with that country?
    Example: Fallout set in Germany with a strong emphasis on the motherland and crazy dictatorship.

    A remote island that didnt get hit by nukes. And you play as a dictator and you basically get to build a tropical paradise to you liking.

    Canada doesn't count because its the 51st state in this universe. Maybe China or the European Commonwealth.
